When Spirit and Imm finally figure out what a soapbox is and go to the public square to speak in public about the Pillars, Mayor Crag decrees that dragons are not allowed to speak in public without the Mayors permission. Educational component: Freedom of speech - the idea that people (and dragons) should be allowed to speak without being censored or stopped because someone else doesn't like what they're saying. For example, Spirit and Imm are speaking freely to other dragons in the Town Square.
