Jeffrey Baldwin was found dead in his grandmother's east Toronto house in 2002. Officially, he died of pneumonia, but the underlying cause was severe, prolonged malnutrition. Four months later, his grandparents were arrested and ultimately convicted of second-degree murder. Grandparents Elva Bottineau and Norman Kidman had a history of child abuse, and Jeffrey was not the first child to die in Elva's care. Yet surprisingly, Jeffrey was placed in their care by the Toronto Catholic Children's Aid Society. A disturbing story of systematic starvation and abuse, this Fifth Estate documentary examines how Jeffrey's death could have been prevented.
