Spirit and Imm take the pillar shard to City Council, where Spirit's Uncle Igneous is a Councillor. Mayor Crag overhears them talking about their find and makes it illegal to possess any part of a "Pillar of Freedom." This only fuels Spirit and Imm's desire to find out more about this mysterious object and the so-called Pillars. Educational component: City Councillor - most cities have a City Council made up of people who work together to look after the city. These people are called City Councillors. Usually, they get voted in by the people in their neighbourhood to represent them on City Council.
