Archival film footage and old photos reveal the tragedy unfolding in Toronto in 1954 as a wall of water from the deadly Hurricane Hazel traps peoples in their homes and kills the volunteers who try to help them. Hazel changed the landscape forever leading to dams and water conservation, park and ravine management, laws banning home building on flood plains, and a wonderful park system in the Humber and Don River watershed system.
