"The proposed title unpacks a complex problem that Cuban, Fullan and others have called "the black box of classroom practice:" implementation. The predicament is that, despite decades of educational "reform," including efforts to improve curriculum, developing standards, strengthening accountability, to quote Fullan (Reach the Highest Standards in Professional Learning: Implementation, 2015) "the emperor simply had now clothes--whatever was supposed to be happening was not evident." Fullan further states that opening the black box is a matter of understanding that implementation is professional learning. Simply introducing evidence-based approaches into schools does not guarantee they will be implemented meaningfully over time.
