It was a tale all too common - in October 2015 a young Indigenous man drowned in Thunder Bay. What happened to Stacy DeBungee was a mystery, but three hours after finding the body the Thunder Bay police issued a press release saying they found nothing suspicious about the death. Frustrated by the lack of action on the part of the police, Rainy River First Nation Chief Jim Leonard hired a private investigator. His preliminary investigation showed police didn't interview people with important information about Stacy's death. This case has become a flashpoint in how Thunder Bay police have investigated the deaths of Indigenous people.
