Simon and his cat, Jack, arrive late for school. They avoid getting in trouble by hiding on the roof, where they find a strange stairway into the sky. Jack is cautious, but Simon heads up the steps into thickening clouds. Their adventures lead them across the sky, where they meet a lonely cloud named Perch, escape terrible storm clouds, and trick a flock of birds into getting them back to school before anyone notices they're gone.
