The purpose of the CMEC Early Learning and Development Framework is to: present a pan-Canadian vision for early learning, to foster continuity across jurisdictions and across all settings that provide education and care for children from birth to eight years of age, including preschool and formal schooling environments; provide common understandings of a continuum of learning and development and shared values; regarding what is most important in the early years; serve as a resource to support decision-making and the development of policies, initiatives and learning approaches by Ministries of Education and their early childhood education and care partners that enhance the quality and continuity of experiences for children and their families in the early years and beyond.
