This paper summarizes evidence about the characteristics of school systems, boards or districts that are successful at improving the learning of their students, as well as the leadership needed to develop and sustain such districts on the part of those in director and superintendent positions. The paper offers recommendations for senior leader succession planning and points to factors that have an influence on potential candidates’ decisions to apply. .
