Elsa Roth is delighted with the sanctuary's five new river otters, but much less thrilled with the new volunteers, especially a sullen, troubled boy named Anson with a badly scarred face--and when the otters start going missing one of the other volunteers accuses him of stealing them, but Elsa is sure that he is not responsible, and she is determined to clear him, and find the real thief.
